Development and Reform commissions, industrial and information technology authorities, and energy bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government:
To implement the decisions and plans of the Central Committee of the Communist Party of China and The State Council, actively and steadily promote carbon peaking and carbon neutrality, accelerate the comprehensive green transformation of economic and social development, support regions with conditions to take the lead in building a number of zero-carbon parks, gradually improve relevant planning and design, technical equipment, business models and management norms, and promote the low-carbon and zero-carbon transformation of various parks in a planned and step-by-step manner Help parks and enterprises reduce carbon emissions and increase efficiency, providing solid and powerful support for achieving the goals of carbon peaking and carbon neutrality. The relevant matters concerning the construction of zero-carbon parks are hereby notified as follows
I. Key Tasks
(1) Accelerate the transformation of the energy consumption structure in the park. Strengthen the development and utilization of renewable energy in the park and its surrounding areas, support the matching and connection of non-fossil energy power generation resources between the park and its surrounding areas, scientifically allocate regulatory resources such as energy storage, and develop green power direct supply models such as direct connection of green power and nearby access of new energy to incremental distribution networks in accordance with local conditions. Encourage participation in green certificate and green power trading, and explore the development and utilization model of hydrogen-electricity coupling. Promote the active utilization of thermal energy resources such as biomass energy, nuclear energy, solar thermal energy, geothermal energy and industrial waste heat in the park to achieve clean and low-carbon heating systems. Explore alternatives to fossil fuels and raw materials such as hydrogen energy and biomass.
(2) Vigorously promote energy conservation and carbon reduction in the park. Promote the establishment of energy consumption and carbon emission management systems in the park, further advance the diagnosis and assessment of energy efficiency and carbon efficiency of enterprises, strengthen energy conservation supervision and daily regulation of key energy-consuming equipment, and phase out backward production capacity, backward processes, and backward products and equipment. Support enterprises in benchmarking against benchmark and advanced levels, implementing energy-saving and carbon-reduction renovations and upgrading energy-consuming equipment, and encourage them to build factories with extreme energy efficiency and zero-carbon emissions.
(3) Adjust and optimize the industrial structure of the park. Encourage the parks to accelerate the optimization and adjustment of their own industrial structure, plan and develop emerging industries with low energy consumption, low pollution and high added value, and explore the "green for green" model of manufacturing green products with green energy. Support the orderly transfer and concentration of high energy-consuming industries to parks where resources are available, energy is guaranteed and the environment has capacity, and explore in-depth carbon reduction paths.
(4) Strengthen the conservation and intensive use of resources in the park. Make overall plans for the spatial layout of parks and enterprises, enhance the intensive utilization level of land resources, and promote the stepwise utilization of energy and the recycling of water resources. Improve the waste recycling network in the park and promote the resource utilization of industrial solid waste, waste pressure, waste heat, waste cooling, waste gas, waste liquid and waste residue.
(V) Improve and upgrade the infrastructure of the park. Optimize the planning and design of infrastructure in the park, and systematically promote the construction and renovation of infrastructure such as power, heat, gas, hydrogen energy, water supply and drainage, and pollution control. Promote the design and construction of new buildings in accordance with the standards of ultra-low energy consumption buildings and near-zero energy consumption buildings. Improve the green transportation infrastructure in the park and accelerate the low-carbon and zero-carbon substitution of transportation tools.
(6) Strengthen the application of advanced and applicable technologies. Support in-depth cooperation between the park and enterprises, universities and research institutions, enhance the transformation and application of scientific and technological achievements, explore a mechanism for the deep integration of green and low-carbon technology research and development with industrial development, create demonstration application scenarios around advanced and applicable low-carbon, zero-carbon and negative-carbon technologies, and form technical solutions with commercial value.
(7) Enhance the energy and carbon management capabilities of the park. Support the construction of an energy and carbon management platform covering major energy-consuming enterprises in the park, enhance the energy load monitoring, prediction and allocation capabilities of the park and enterprises, and provide support for carbon emission accounting, source-grid matching and regulation, power demand-side management, multi-energy synergy and complementarity, and efficient resource recycling and utilization.
(8) Support the park in strengthening reform and innovation. Support various entities such as local governments, enterprises in industrial parks, power generation enterprises, power grid enterprises, and energy comprehensive service providers to participate in the construction of zero-carbon industrial parks, and explore paths and models around achieving a high proportion of renewable energy supply and consumption. Encourage qualified parks to participate in the power market in the form of virtual power plants (load aggregators), etc., to enhance the efficiency of resource allocation and the stability of the power system.
Ii. Safeguard Measures
The National Development and Reform Commission will make overall use of existing financial channels to support the construction of zero-carbon parks, encourage all regions to provide financial support for the construction of zero-carbon parks, and support eligible projects through local government special bond funds and other means. Encourage policy banks to provide medium - and long-term credit support to eligible projects. Support eligible enterprises in issuing bonds for the construction of zero-carbon parks. Support the introduction of external talents, technologies and professional institutions in the park to serve enterprises in energy conservation and carbon reduction transformation, carbon emission accounting management, product carbon footprint certification, etc. Explore the implementation of a "one-window" approval system for multi-energy complementary and multi-energy joint supply projects in zero-carbon parks. Strengthen the guarantee of energy consumption elements, innovate energy conservation review and carbon emission assessment models within the scope of zero-carbon parks, and explore the implementation of regional approval or project filing. Strengthen the guarantee of land and sea use elements for newly-built industrial parks, new energy power sources, power supply facilities, etc.
Iii. Organization and Implementation
(1) Strengthen overall coordination. The National Development and Reform Commission is promoting the construction of zero-carbon parks in a coordinated manner, continuously deepening reforms and innovations in related fields, and providing active support for the construction of zero-carbon parks in terms of pilot exploration, project construction, and fund allocation. The Ministry of Industry and Information Technology guides all regions to promote the low-carbon transformation of industrial parks and encourages industrial parks that meet the conditions to build zero-carbon parks. The National Energy Administration guides all regions to strengthen the construction and reform and innovation of the green energy supply system in zero-carbon parks, and promote the transformation of energy supply and consumption models in parks. The development and reform commissions of all regions should work together with the local industrial and information technology, energy authorities and other relevant departments to implement the work in light of local conditions.
(2) Organize the application of the park. Based on a comprehensive consideration of factors such as energy endowment, industrial foundation, safe and reliable power supply, and carbon reduction potential, the development and reform commissions of each region should, in conjunction with the local industrial and information technology, energy authorities, etc., recommend parks that have the conditions and willingness to build national-level zero-carbon parks (the basic conditions are attached as Appendix 1), and guide the parks to comprehensively analyze the feasibility of the projects Calculate the economic, environmental and social benefits, and prepare the application form as required (the outline is attached as Appendix 2). Each region is recommended to have no more than two parks. The list of recommended parks and their construction plans should be submitted to the Department of Resources Conservation and Environmental Protection of the National Development and Reform Commission before August 22.
(3) Carry out construction solidly. The National Development and Reform Commission, in conjunction with relevant parties, reviews the construction plans of the recommended parks by local authorities, taking into account factors such as industrial representativeness, comprehensive demonstration, and carbon reduction potential, to determine the list of the first batch of national-level zero-carbon parks for construction. For the parks included in the construction list, the development and reform commissions of all regions should strengthen work guidance and coordinate to solve difficulties and problems. Each region can carry out the construction of provincial zero-carbon parks in light of its actual conditions.
(4) Strengthen assessment and summary. After the completion of the construction period of the national-level zero-carbon park, the provincial development and reform commission shall organize and carry out self-assessment. For those that pass the self-assessment and meet the requirements, the National Development and Reform Commission will organize relevant departments and units to conduct an assessment and acceptance (the index system is attached as Appendix 3). The parks that pass the assessment and acceptance will officially become national-level zero-carbon parks. The development and reform commissions of all regions should, in conjunction with relevant parties, promptly grasp the progress of zero-carbon park construction in their respective regions, sort out and summarize experiences, and explore beneficial experiences for the low-carbon transformation of related industries, regions and other parks.
